Developmental Services

An outline of the Child, Youth and Adult Developmental Services offered by Family and Children's Services of Renfrew County.

We understand that each individual and family is unique; therefore, we strive to provide service that respects the culture, morals and values of everyone we help. Whether a child has been recently diagnosed with a developmental disability, or an adult is in need of support in skills development, Family and Children’s Services of Renfrew County provides person- and/or family-centred support. We most often do this in the natural environment of the child, adult or family as we look to maintain or enhance their role, sense of belonging and acceptance within their community.

Services for Children

Child Behaviour Services

Our Behaviour Services Program for Children provides skill development and intervention based upon Applied Behaviour Analysis principles and employs a multidisciplinary team approach. These services are supervised by a Consulting Behavioural Psychologist and can be provided to individuals in their natural environments or via office clinic visits.

Our services address behavioural concerns such as limited social skills; lack of self-help skills; sleep problems; and aggression and defiance. The services focus on building relationships, and providing tools and resources to children, youth and families within a positive and safe environment.

Behaviour Services are available for children:

  • Between 2 – 18 years of age
  • Diagnosed with a Global Developmental Delay under the age of 6
  • Diagnosed with an Intellectual Disability over the age of 6
  • Behaviour Services are also available for children aged 2 – 16 who are involved with Child Welfare at FCSRC with a referral from the Child Welfare worker.

Infant and Child Development Program

The Infant and Child Development Program is a home-based program for families of children with delays in their development. We provide various supports including developmental screening, information regarding infant and child development, specialized services, and community resources.

Our Infant and Child Development Program is rooted in a family-centred intervention approach that is responsive to parent strengths, competencies and priorities. Our developmental screening targets specific concerns of the child and we identify the child’s strengths and needs and establish goals in collaboration with the family.

Our Infant and Child Development Program Services is offered to infants and children:

  • From birth to school age, residing in Renfrew County
  • Who experience delays in development or who are at risk of acquiring a developmental disability

Any parent or professional who has a concern about a child’s development can make a referral to the program providing the parent/guardian is aware of the referral. Children’s Service Coordination

Service Coordination is a home-based program that provides advocacy, case management and transitional planning for children and youth living with Intellectual Disabilities. Using a strength-based, person-directed approach, the Service Coordinator will meet with you in the comfort of your home and will assist you in accessing services and supports that are tailored to your child’s needs.

Children’s Service Coordination is offered to children and youth:

  • Between 2 – 18 years of age
  • Diagnosed with a Global Developmental Delay under the age of 6
  • Diagnosed with an Intellectual Disability over the age of 6

Children’s Complex Special Needs Program

The Complex Special Needs program provides intensive supports and residential services to children with complex special needs. This program is funded by the Ministry of Children, Community and Social Services (MCCSS).

When a child’s needs are beyond the scope of local resources, FCSRC submits an application to the Renfrew County Children’s Coordinated Access Committee to support a request to MCCSS for additional resources to meet the child and family’s needs. This plan may include accessing outside resources or individualized funding to secure intensive intervention or residential supports.

Children’s Coordinated Service Planning

The role of Coordinated Service Planning (CSP) is to improve service experiences and outcomes for children and youth with multiple and/or complex special needs. The Coordinated Service Planner will meet with you in the comfort of your home and, through a strength-based, person-directed approach, they will help you determine your family vision of coordinated care. The CSP Worker will then facilitate a collaborative planning process with your service providers to share your vision, and to develop a single plan of care that addresses all of the needs of your family. The Service Planning Coordinator also monitors the progress of this Coordinated Service Plan until such time as the coordination of services is no longer required, or a lead agency can take over the function of coordination.

Coordinated Service Planning is available to children and youth:

  • From birth to 18 years (21, if remaining in school), and residing in Renfrew County
  • With complex special needs
  • In need of specialized services
  • No specific diagnosis is required

Fetal Alcohol Spectrum Disorder Services

Fetal Alcohol Spectrum Disorder (FASD) is among the leading causes of cognitive and developmental disability among children in Canada. Its prevalence is estimated to be as high as 4%. FASD is a brain-based disability and is therefore often difficult to detect and diagnose. Family and Children’s Services of Renfrew County is committed to implementing child, youth and family-centered services that will improve the experiences and outcomes for children and youth with Fetal Alcohol Spectrum Disorder (FASD).

The FASD program is a home-based program wherein an FASD worker will meet with you in your own environment in order to access the services and supports tailored to your family’s needs.

The FASD Worker will work with children/youth with FASD, suspected FASD, and their families to develop a strength-based service plan; support connections to diagnostic supports and other services to reduce the communication efforts families might typically need to undertake; and work with families to make a transition to adult services, if required.

FASD services are available to children and youth:

  • From birth to 18 years (or 21, if remaining in school), and residing in Renfrew County
  • Living with FASD, or suspected of having FASD

Services for Adults

Adult Behaviour Services

Our Behaviour Services Program for adults provides skill development and intervention based upon positive Applied Behaviour Analysis principles through a multidisciplinary team approach. The services are supervised by a Consulting Behavioural Psychologist, address various concerns including social-skills building and self-help skills, aggression, self-injurious behaviours, and can be provided in a clinic or in the adult’s home environment. The first step is attending a clinic, at which time individualized services will be determined based on need.

Behaviour Services are available for adults:

  • Ages 18 years or older, residing in Renfrew County
  • With referral received from Developmental Services Ontario

Adult Case Management

Adult Case Management Workers (ACMWs) are advocates who, at the request of their client or in the event of urgent necessity, identify and manage issues impacting the health, safety and human rights of adults with developmental disabilities residing in our community. ACMWs work with individuals to develop dedicated service plans and assist with strategies for crisis prevention and intervention, including, but not limited to: Landlord/tenant issues, advocacy with accessing legal supports, addressing medical needs and support with addressing health and safety in the community.

Eligibility for adult case management services is made by Developmental Services Ontario (DSO), who will complete an intake and screening and make appropriate referrals based on their assessment. Adult Urgent Response Program

Developmental Services Ontario is responsible for referring adults in need of Urgent Case Management to Family and Children’s Services of Renfrew County based on the following criteria:

  • The person’s unpaid primary caregiver (e.g. family member) is unable to continue providing care that is essential to the person’s health and wellbeing (including where a risk of abuse or relinquishment of care has been identified); or,
  • The person has no residence or is at risk of having no appropriate residence in the very near future (e.g. homelessness, risk of homelessness, a risk of incarceration without appropriate diversion); or,
  • The person’s support needs have changed to such an extent that their current support arrangement may soon become untenable and their wellbeing (e.g. health and safety) is likely to be at risk (including where a risk of abuse or relinquishment of care has been identified); and,
  • Formal and informal supports are not available to reduce the risk of harm or address the unmet need (e.g. support from a family member or available service resources/vacancies).

The FCSRC Urgent Response Program provides interventions and supports in urgent situations to prevent the further escalation of risk, to mitigate any untenable risks, and to address unmet urgent need. This intervention is to be a temporary, short-term response or bridging supports until a longer-term support plan and/or solution for the person can be developed.

Adult Residential Services

Our Adult Residential Program provides services for Transitional Aged Youth (TAY) who are 18 years old, in extended care (formerly known as crown wards), have a developmental disability and who are deemed eligible by Developmental Services Ontario and the Ministry of Children, Community and Social Services.

A referral is made at age 14 from our Child Protection program to our Adult Residential Services so that a relationship can be established and a plan made for adult placement and necessary referrals. Once the youth turns age 18, Adult Residential Services coordinates the best placement for the young adult. This could include a host family or a group home.
